City Council Approves Town Center Investigation

Council votes 5-0 to move forward with Councilman John Anderson’s investigation of the failed Town Center project. City staff will present a request for proposal (RFP) for an independent investigator at the May 6 meeting for Council review and approval.

The Yorba Linda City Council unanimously approved a resolution at their Tuesday, April 15 meeting to move forward with an independent investigation into the alleged improprieties by the previous City Council, City staff and developer that occurred during the Town Center referendum and the Right to Vote Imitative (Measure B).

The investigation will focus on what occurred between January 2005 and July 2006 when the Council, under ex-Councilman Ken Ryan’s leadership, was moving forward with a plan to rezone Town Center with mixed-use residential and commercial development that would have allowed over 500 housing units and 560,000 square feet of commercial space in the downtown.

YLRRR Proposes Cap on City Manager Salary

YLRRR submits ordinance / initiative to City Council that would cap salaries of City Manager and Assistant City Manager based on a factor of the Yorba Linda median family income.

The Yorba Linda Residents for Responsible Representation submitted a draft of an ordinance / initiative to the City Council Tuesday, March 4 , which if passed by the City Council or approved by the voters would limit the salaries of the City Manager and the Assistant City Manager.  The Salary Cap proposal would cap the salaries and benefits to a factor based on Yorba Linda’s median family income.  The City Council has the option of revising and adopting the document as an ordinance or placing it on the November ballot for a voter decision.

Background

Yorba Linda’s City Manager currently earns $209,592 a year in salary and $301,000 a year including all benefits.  By comparison, the U.S. President earns $400,000/year, the U.S. Vice-President $212,100/year, the U.S. Chief Justice $212,100/year and a U.S. Senator or Representative $165,200.  The average vice-president of human resources for a non-profit organization makes about $93,000.  General Petraeus, head of the Iraq and Afghan American forces, earns roughly $180,000 a year, in addition to $20,000 in combat pay.  The present median family income for a family/household in Yorba Linda is approximately $121,075 per year.

The high salaries of city managers in Orange County and the State of California are a symptom of run-away government spending and a bureaucracy bent on feeding itself.  This problem cannot be corrected at the State or Federal level and can only be changed at the local level.

Solution

This Salary Cap ordinance proposes that the City Manager and their immediate subordinates should receive an annual salary and/or hourly rate, plus benefits, that does not exceed two-point-three (2.3) times Yorba Linda’s annual median family income (currently $121,075).

Upon adoption of this ordinance / initiative, the City Manager’s new salary and benefits could not exceed $278,473 for this fiscal year.

This ordinance will redefine the focus of city management and put an end to out of control local government salaries, while still allowing just compensation and benefits for the average City employee.
